Summary 0005741: Changes to Display Template Functions in line with new theme development

Description IMPORTANT NOTE: In view of moving development from 6.0 to 5.8 some of the changes below may have to be altered. I will not open a separate ticket but will continue to use this one.

These will be documented here.

1: sp_ColumnStart() currently defaults min-height to 60px. This was used by older themes but is no longer required. I plan to leave it there but change the de3fault to 'auto'
2: Remove the CSS for sp_UserNewPostFlag() from being inline to the individual theme CSS files. Actually- this will have to be a partial removal.
3: For sp_GroupHeaderMessage() and sp_ForumHeaderMessage() - enclose message in a span and allow for font class.
4: sp_ForumIndexSubForums() - add new argument to offer to display an hr tag above listing
5: sp_ForumIndexDeniedIcon() - has had code for displaying locked status left in by mistake -remove
6: Allow page link 'jump' to have unique styling class (optional - need to preserve current use)
7: In hindsight it was wrong not to give the sp_ForumIndexAddIcon() function a label. Needs one
8: Bring forum and topic view new button code into line with each other.
